akaftasev 44be123039 0030055: BRepOffset_MakeOffset throws "TopoDS_Vertex hasn't gp_Pnt" in intersection mode 
Diagnostic of mixed connectivity of faces along common edge is added.
If algorithm finds such pair of faces, it stops working with special error code.

jgv 8948e18df8 0031845: Modeling Algorithms - BRepOffsetAPI_MakeThickSolid fails 
Multiple changes in BRepOffset_MakeOffset algorithm:
- correct fusing vertices;
- correct building intersection edges;
- correct intersecting new edges in 2D;
- correct building wire on a new face;
- correct building history.
