kgv 2491eec38b 0032897: Tests - include elapsed time into test log 
Added "ELAPSED TIME" to test case log.
Improved syntax of chrono/dchrono command:
added -elapsed, -userCPU, -sysCPU options printing individual values in seconds.

OSD_Chronometer::IsThisThreadOnly() - added missing accessors to the property.

ski 44fae8b193 0027691: Remove dchrono from all test cases and move its to perf group 
Remove performance comparing with hardcoded value.
Test cases for performance of some commands were moved to perf group.

Updated documentation.
