ubuntu: install pulseaudio 16 with time smoother bugfixes

The GStreamer backend of Qt Multimedia has known issues with pulseaudio,
caused by bugs in the time smoother. We therefore install pulseaudio 16
from a PPA on our ubuntu testers.
