It seems that the existence of .bash_profile on Debian systems prevents
the .profile file from being read on login, which means some additions
to PATH that are essential for e.g. the Web Engine build are not made.

Both static and dynamic libclang packages are missing from our local
cache. Dynamic and static packages need to be in different folders
because package names are identicals

As Qt uses only static archives of libclang, we have to install
dynamic version as an additional package. Libclang is required
for example QtForPython.
