620666bce4 Fix shellcheck complaints about provisioning scripts 
Also adds executable attributes to shell scripts that were missing it.

f8cffcafbd Replace RHEL 8.4 with RHEL 8.6 
This also includes support for OpenSSL 3 for RHEL 8.6.
