Edward Welbourne	9521eee18b	Fix permissions on power-shell scripts and the shbang in a bash script ... The power-shell scripts don't need to be executable (MS-Win doesn't care and we don't run them on Unix). The shbang line in a shell script only works if it's at the start of the file, not after a blank line.
