Heikki Halmet 33734ad9c1 Add Windows 10 version 21H1 to CI
Packaging targets needs to be parallel
with older Windows 10 version until packaging
site is ready to start using new windows 10
version.

Inlcudes:
 * MSVC 2022 version 17.0.0 preview 3.1
 * MSVC 2019 version 16.11.2
 * MSVC 2019 build tools version 16.11.2
 * MSVC 2015 version 14.0.25431.01 Update 3

Failing targets marked as insignificant
