Heikki Halmet 5ebe4f3188 Add Windows 11 targets and provisioning scripts
Tier 1 image includes all configurations from
pre-provisioning folder.
E.g. these are pre-provisioned:
Visual Studio 2015 version 14.0.25431.1 Update 3
Visual Studio 2019 + build tools version 16.11.5
Visual Studio 2022 + build tools version 17.0.0 preview 7.0
Visual Studio 2022 + build tools version 17.0.1
