Tony Sarajärvi 863252be49 Download get-pip primarily from our local cache
We should first download from our local cache,
and if that doesn't work, fetch it online.

This commit doesn't fix it per se, but as we download
it from our local cache, the version is the one
our shasum checksum matches against.
