Alexandru Croitor 83fcb43d5d CMake: Only parse local .git/config to get initialized submodule

For the purpose of getting the list of already initialized
submodules, it suffices to parse only the local .git/config file
of a repository.

This avoids including the output of a global ~/.gitconfig file, which
might contain bracket symbols, and thus break parsing of active
submodules.
