Tim Blechmann 332c5790cd ffmpeg: bumb nvidia codec headers to nv-codec-headers to 12.0.16
building against nvidia-codec-headers 12 bumps the minimum requirement
to driver version 520 (released october 2022). This should still give us
good coverage on most devices in 2026, while also enabling hardware AV1
encoders.
