Artem Dyomin 6cd74e132a Replace static FFmpeg build with shared on rhel8
On RHEL8, openssl1.x.x is default, and openssl3 pc files
are with the suffix "3", so FFmpeg cannot find them.

The patch fixes pc files so that ffmpeg can find them.
