Add missing provisioning scripts for Mimer SQL for RHEL 8.6 and RHEL 8.8

The provisioning scripts for Mimer SQL is missing in RHEL 8.6 and
RHEL 8.8 and therefore the Mimer SQL QtSql plugin is not built
