Mark qemu-armv7i/arm64-developer-build insignificant

Browse Source 
Linux developer builds on QEMU (armv7 and arm 64) block CI for unknown
reasons.

The platforms host Ubuntu 22. Since Ubuntu is a platform of its own,
mark this insignificant in order to unblock CI.
