If there is an outdated MSVC installer bootstrapper an update to MSVC
might silently fail. Make sure that we update the bootstrapper before
calling the actual update.
NOTE! This change also upgrades MSVC 2019 version to 16.11.10

Packaging targets needs to be parallel

site is ready to start using new windows 10
version.
