Jani Heikkinen c23af318f6 Revert "Temporarily remove packaging -flack from windows-11_22h2-arm64-msvc2022" 
This reverts commit a9205624ea.

Reason for revert: "Fix" for signing issue is finally in and we need these WoA packages
