Liang Qi e9687ee42e Revert "platform_configs: remove InsignificantTests for u2404 x11 dev" 
Ubuntu 24.04 GNOME X11 still has too many flaky issues in our
CI, which blocks integrations too much.

This reverts commit 365860ce42.
